Andrew F. Kirtley is a partner at Cotchett, Pitre & McCarthy (CPM) in the San Francisco Bay Area, where he specializes in complex litigation and consumer class actions against corporations, such as Bank of America, Google, Tesla, and property insurers. Over his career, Andrew has represented hundreds of clients in all phases of litigation, including first-chairing dispositive motions, trials, and appeals before multiple state supreme courts. In 2023, he received the Daily Journal’s California Lawyer Attorney of the Year (CLAY) award.

Andrew’s commitment to access to justice grows out of his diverse legal and life experience. Before moving to California, he spent five years as an attorney in the District of Columbia, working at the D.C. Tenants’ Rights Center (a low-cost law firm representing tenants), the D.C. Bar Pro Bono Center, and a boutique law firm specializing in federal environmental and civil rights litigation. While attending law school at Northeastern University School of Law in Boston, Andrew completed externships with a federal judge in the Southern District of New York (New York, NY), the U.S. Department of Justice (Washington, DC), the Navajo Nation Department of Justice (Window Rock, AZ), and the Human Rights Law Network’s Reproductive Rights Unit (New Delhi, India). Prior to that, Andrew studied at Berklee College of Music and a French-language photography school, and worked a variety of service industry jobs including in restaurants, a bookstore, and as a bicycle messenger.

Andrew is deeply committed to the pursuit of justice and to his work on the Commission, and he welcomes anyone with ideas for improving access to justice in California to contact him directly. Andrew lives in San Francisco with his partner and dog.
